WHAT JUSTICESA IS
JusticeSA is a peaceful, evidence-based, constitutional and non-partisan South African civic initiative. Its central principle is to help disadvantaged South Africans according to actual disadvantage, measure whether policies work, treat individuals fairly, and progressively reduce reliance on racial classification.

FIRST CAMPAIGN
Show Us the Evidence asks Government to commission and publish an independent, disaggregated assessment of B-BBEE and related race-based remedial policies.

THE FOUR CORE QUESTIONS
1. Who actually benefits, by income and wealth level?
2. What measurable value reaches poor and lower-income households?
3. What objective tests determine whether the policy remains necessary, proportionate and successful, and when it should change, narrow or end?
4. Does Government consider it fair and rational to treat white South Africans less favourably because they are white? If so, what evidence and legal basis show that the differentiation remains fair, necessary and proportionate today?


SIX ADDITIONAL QUESTIONS SENT TO GOVERNMENT
1. What evidence demonstrates that race remains a sufficiently accurate proxy for present-day disadvantage in 2026?
2. Why should an affluent black male potentially receive remedial preference over an economically disadvantaged white male solely because of their racial classification?
3. Has Government modelled alternatives based on actual disadvantage—income, household wealth, education, unemployment, geography or family circumstances—instead of, or alongside, race?
4. What measurable outcomes will show that race-based remedial measures have achieved their purpose and can be reduced or ended?
5. Why do the 2025 sector-target percentages explicitly exclude white males without disabilities rather than assessing each person's actual disadvantage?
6. How does Government ensure that measures intended to advance people disadvantaged by unfair discrimination do not become permanent racial categories detached from present circumstances?

The Government correspondence asks for a written response addressing each of these six numbered questions separately within 30 calendar days of receipt.

WEALTH-COMPARISON MODEL
JusticeSA compares:
- the wealthiest 4,623,548 white South Africans;
- the wealthiest 4,623,548 non-white South Africans; and
- the remaining non-white population.

The model uses a 76% top-wealth benchmark and a 32.2% White Group wealth share. It estimates the Non-White Group wealth share at 43.8% by calculation: 76.0% - 32.2% = 43.8%.

IMPORTANT LIMITATION
The 43.8% figure is a JusticeSA modelled estimate. It is not a directly published Momentum-Unisa statistic for exactly 4.624 million non-white individuals. The model also does not prove that B-BBEE caused the estimated wealth difference. JusticeSA asks Government for beneficiary-level evidence capable of testing that question.
