Questions worth testing independently

  • Who receives measurable B-BBEE benefits, by income and wealth level?
  • How much measurable benefit reaches poor and lower-income households?
  • How concentrated are repeat benefits among already successful individuals or firms?
  • What objective test determines when a race-based remedial measure should narrow, change or end?
  • What evidence does Government rely on to show that present racial differentiation remains fair, necessary and proportionate?

Important: JusticeSA does not claim that its model proves B-BBEE caused the wealth difference. The campaign asks Government to publish beneficiary-level evidence capable of testing that question.
